No person may cause a vessel to enter into the navigable waters of the US unless no more than 12 hours before entering or getting underway steering gear, generators, vessel comms, & main propulsion machinery has been tested. Resolution: Crew member forgot to conduct pre-arrival checks. Vessel was given training by the CG inspector on pre-arrival checks and logs. All other ports had pre-arrival documentation except this current port.
