Vessel failed to complete pre-arrival checks prior to entering the port. 33CFR164.25

Resolution: Crew member forgot to conduct pre-arrival checks. Vessel was given training by the CG inspector on pre-arrival checks and logs. All other ports had pre-arrival documentation except this current port.
