Vessel's DSC radio did not have GPS information.

A propulsion engine control system, including pilothouse control, must be designed so that a loss of power to the control system does not result in an increase in shaft speed or propeller pitch. Submit Qualitative Failure Analysis (QFA) and Design Verification Test Procedures (DVTP) of the vessel's propulsion engine control system for loss of power to local OCMI. Marine inspector will attend to verify proper operation according to the test procedures, then completed procedures must be submitted to Marine Safety Center for approval.
