PSCO OBSERVED HYDROSTATIC RELEASE ON PORT AND STARBOARD SIDE LIFE RAFTS WAS ATTACHED INCORRECTLY SUCH THAT THE LIFERAFTS WOULD NOT BE ABLE TO FLOAT FREE. CREW CORRECTED ON THE SPOT. 74SOLAS(20) III/13.4.2
