PSCO OBSERVED HYDROSTATIC RELEASE ON PORT AND STARBOARD SIDE LIFE RAFTS WAS ATTACHED INCORRECTLY SUCH THAT THE LIFERAFTS WOULD NOT BE ABLE TO FLOAT FREE.
