Subject to the provisions of 3.8.2, fixed fire-extinguishing systems required by this chapter should comply, as far as is practicable and reasonable, with the relevant requirements for these systems specified in the regulations of the 1974 SOLAS Convention. PSCO noted the smoke detectors in the engine room upper and lower level were previously activated and the alarm panel on the bridge failed to recognize such alarms. CCSS CODE 3.8.1

The master or owner of every ship to which this code applies should ensure that the condition of the ship and its equipment is maintained to conform with the provisions of this code to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship, persons on board, or the environment. PSCO noted that the Starboard reduction gear clutch is inoperable and the main propulsion is limited to one engine vise the required two engines for barge towing operations. CCSS CODE 1.11
