An internal audit report satisfactory to the OCMI must be submitted within 90 days. PSCO observed that the crew does not have procedures for calibrating and testing the fixed gas monitoring system.

The IG system shall be capable of the delivering inert gas with an oxygen content of not more than 5% by volume to the cargo tanks at any required rate of flow. Fixed oxygen analyzer for IGG found inoperable due to previous flooding event of IGG lines, including sensor lines. At the time of the exam vessel was discharging cargo with an electronic bypass on the oxygen sensor and IGG panel, as well as using a portable gas meter for oxygen sampling. Deficiency is required to be rectified prior to cargo operations.

Resolution: Vessel submitted Class Report attesting to replacement of electronic block inside engine control console and successful testing of engine.
The master, owner, operator, agent, or person in charge of a vessel equipped with ballast tanks that operates in the waters of the United States must employ one of the authorized ballast water management methods listed in 33 CFR 151.2025(a). Vessel’s ballast water management system is inoperable. Vessel has been granted an extraordinary circumstance to employ the ballast water management method listed in 33 CFR 151.2025(a)(3) to conduct cargo operations while in the Sector New Orleans COTP Zone. In accordance with 33 CFR 151.2040(b)(3), the vessel must discharge only that amount of ballast water operationally necessary to ensure the safety and stability of the vessel for cargo operations.
