07199 - The arrangements for the storage, distribution, and utilization used in pressure lubrication systems shall be such as to ensure the safety of the ship and persons on board. In the port side engine compartment, PSCO observed 02 leaks of lube oil under #1 and #2 engines. Additionally, PSCO observed lube oil leak on #3 engine in starboard side engine compartment, as well as lube oil leak at the lube oil priming catch basin. Lastly, there was oil collecting on top of lube oil safety filter in the port side engine compartment.

For this purpose, the following functional requirement shall be met: means shall be provided to control leaks of flammable liquids. PSCO observed dirty fuel line leaks in both engine compartments. In port side engine room leak was on #1 engine. In starbord side engine room leak was on the #3 engine.

06199- Cargo Emergency shutdown and alarm systems involved in transfer should be tested and checked before cargo operations begin. Crew attempted to test the HH alarm on #4 cargo tank unsuccessfully. Crew then discovered that the ESD system cargo tank HH parameters for all tanks were not set in accordance w/ the cargo OPS mannual.
