PSCO noted the Sludge Tank being used to evaporate water. The only tank annotated in item 3.2 of the Form B for evaporation is the Incinerator Sludge Tank. Additionally, the crew is recording the Sludge Tank as the Fuel Oil Sludge Tank in the Oil Record Book. 17 a/c MARPOL (CONS.) Annex I/12.2

Each cargo tank of a tankship must be equipped with an intrinsically safe high level alarm and a tank over full alarm. Each alarm shall be able to be verified at the tank. Each alarm shall be labeled individually "high-level alarm" and "tank overfill alarm." Each alarm shall sound its own signal and have a visual indication from the area where the cargo transfer is controlled and the cargo deck area. Current configuration is not able to be tested individually, both alarms sound simultaneously. Also on deck both lights are marked "overfill alarm." Must be corrected prior to loading in next U.S. port.
