PSCO observed that all valves on the water mist system were in the closed position preventing automatic release. Crew corrected on the spot. 74 SOLAS 04 II-2/5.6.2

After reviewing alarm records it was found that system has been in fault for extended period and not reported. No electrical equipment shall be installed in any space where flammable mixtures are liable to collect, including in paint lockers, unless the Administration is staisfied that such equipment is: appropriately certified for safe usage in the vapors likely to be encountered. PSCO observed that the feed through connector on the smoke detector was damaged, causing exposure of internal wiring to the atmosphere in the paint locker.

M/E purifier booster unit was gushing gas oil. The containment under unit was full of gas oil and E/R overtaken by odor of vapor.
