On each tanker of 10,000 gross tons or more that is subject to 46 U.S.C. 3708, the dual radar system required by this part must have a short range capability and a long range capability. Vessel's S-band radar inop. Transiting into and within San Francisco Bay, must be made with a visibility of at least two (2) nautical miles, in addition to favorable visibility reports covering your intended route while in San Francisco Bay. If visibility decreases below two nautical miles, then a one tug escort, positioned to operate as a second lookout, is required. Minimum one tug escort is required. If visibility decreases below two (2) nautical miles, anchor at first available safe anchorage and contact Captain of the Port. If either radar inoperable; vessel shall also have a lookout posted on forecastle, having means of communication with bridge station. Vessel shall not transit east of the Union Pacific Bridge. Daylight Transit Only.
