All vessels must have navigation lights that are in compliance with the applicable sections of the Inland Navigation Rules. A power-driven vessel underway shall exhibit a masthead light forward, sidelights, and a sternlight; vessels under may exhibit an all-round white light in lieu of a separate masthead/stern light. Masthead/stern light was not operational at the time of the inspection. Vessel restricted from operating from sunset to sunrise and at times of restricted visibility. 46 CFR 183.420 33 CFR 83.23 (a)
