PSCO observed satisfactoy initial test of OWS but unable to do a satisfactory test after request to recirculate and retest OWS operations. MARPOL Annex I/14.7

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. It was found that the thermo couple on the incinerator was completely broken, leaving the incinerator unable to burn waste oil. 40(a)(c)
