Ships shall be designed, constructed and maintained in compliance with the structural, mechanical and electrical requirements of a classification sociaety which is recognized by the administration. PSCO witnesses the crew start the emergency generator by opening the control panel cover and tripping an internal circuit. External start button was tried multiple times unsuccessfully, and proven non-functional. SOLAS (04) CH.II-I Reg 3-1
