If the vessels automatic identification system, radar, radio naviagtion receivers, gyrocompass, echo depth sounding device, or primary steering gear stops operating properly, the person directing the movement of the vessel must report...that is not operating properly to the nearest Captain of the Port...as soon as possible. PSCO's discovered during inspection that the echo depth sounder was inoperable and the master failed to report the non-operational equipment on the Notice of Arrival during multiple inbound voyages. 33 CFR 164.53(b)
