Before the ship leaves port and all times during the voyage, all life-saving applicances shall be in working order and ready for immediate use. Ships crew could not start rescue boat while PSC team was onboard for inspection. PSCO noted ships crew did not utilize water to start rescue boat engine iaw owner's manual.

Resolution: PSC Miami received and accepted DNV-GL survey stating that the M/E shutdown was caused by a faulty oil mist detector. New Oil mist detector installed and tested satisfactory.
