Resolution: PSCO attended the vessel. The crew installed 2nd sets of batteries as for 2nd meaning of starting. Class verified.

In addition to the requirements contained elsewhere in the present regulations, ships shall be designed, constructed, and maintained in compliance with the structural, mechanical, and electrical requirements of a classification society which is recognized by the administration in accordance with the provisions of regulation XI/1, or with applicable national standards of the administration which provides an equivalent level of safety. PSCO observed No.2 Generator was unable to run in parallel with other ships' generators. (1974 SOLAS (2004) II-1/3-1)

Every ship of 400 gross tons and above shall be subject to an annual survey within 3 months before or after each anniversary date of the certificate including the general inspection of the structure, equipment, systems, fittings, arrangements and material referred to in paragraph 1.1 of this regulation to ensure that they have been maintained in accordance with 4.1 and 4.2 of this regulation and that they remain satisfactory for the service for which the ship is intended. Such annual surveys shall be endorsed on the certificate issued under regulation 7 or 8 of this annex. PSCO observed IOPP Supplement missing maximum throughput capacity of the vessel's oily water separator. (MARPOL I/6.4)
