THE DESIGN SHALL HAVE REGARD TO MATERIALS USED IN CONSTRUCTION, THE PURPOSE FOR WHICH THE EQUIPMENT IS INTENDED. VESSEL EXPERIENCED A LOSS OF PROPULSION WHILE MOORED.
