PSCO OBSERVED VESSEL LOAD LINE DEPICTED THE FRESH WATER MARK, WHICH DID NOT MATCH THE VESSEL'S CERTIFICATE WHICH HAD BOTH SUMMER AND FRESH INDICATED. ICLL REG 9 40AC
