Two Captains and two unlicensed members onboard at the time of drills. Fire drill was conducted, fire on back deck. When fire pump was energerized, one nozzle hose was opened and unoccupied. Eductor was incorrectly connected, lifejackets were not wore, and fire extinguishers were not used at the initial start of the fire. Conducted a MOB drill and members did not know each positions and actions.
