On ships carrying flammable and/or toxic products, a water-spray system for cooling, fire prevention and crew protection shall be installed to cover exposed cargo tank domes and expose on-deck storage vessels for flammable or toxic products.
PSCO observed approximately 15 spray nozles not functional. Areas on the #1 cargo tank dome, port deck tank, starboard deck tank are not providing adequate water coverage.
