The company should establish procedures to ensure that the ship is maintained in conformity with the provisions of the relevant rules and regulations and with any additional requirements which may be established by the company. In meeting these requirements, the company should ensure that inspections are held at appropriate intervals and records of these activities are maintained. The inspections should be integrated into the ship's operational maintenance routine. Many gauges throughout the vessel were found damaged and not maintained or calibrated. When the potential of the final emergency source reaches 85 to 95 percent of normal value, the emergency loads must transfer automatically to the final emergency power source and this transfer must be accomplished in no more than 45 seconds after failure of the normal source of power. MI tested emergency generator, which started on loss of power; however, air circuit breaker remained open and failed to power emergency switchboard. Engineer replaced faulty relay, MI retested as operational. Require Class verification of repair.
