Vessel did not have the EPIRB mounted/installed in a float free arrangement. Vessel is restricted to no more then 3 mile from shore. Vessel is required to install a cat 1 EPIRB in a float free arrangement with a hydrostatic release to the satisfaction of the attending MI.
