Fire-detection systems - each towing vessel must have a fire-detection system installed to detect engine room fires. During inspection fire detection panel activated a fault alarm. Prove proper operation of the fire detection system to the satisfaction of the Coast Guard marine inspector.

The vessels fire detection panel has a auxiliary strobe light mounted in the pilothouse potentially causing a hazardous situation either blinding the Master and/or the audio alarm noise level preventing clear communications during an emergency. Remove strobe light and any electrical hazards preventing shock.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Generator engine exhaust piping system has a crack in the pipe near the engine. Prove proper operation of generator engine with no exhaust leak to the satisfaction of the Coast Guard marine inspector.

The semi-portable fire-extinguisher located on the aft deck; was found that the hose could not reach all areas in the engine room resulting in not being able to fully protect the engine room. Relocate semi-portable fire-extinguisher, secure IAW 46CFR142.230(c) and prove to the satisfaction of the attending Coast Guard marine inspector that the engine room is fully protected.
