SOLAS 09 II-1/26.3.4 Means shall be provided whereby normal operation of propulsion machinery can be sustained even though one of the essential auxiliaries becomes inoperative. Special consideration shall be given to the malfunctioning of the fuel oil supply systems for engines. The vessel could not depart from the berth due to a suspected problem with the fuel pumps for the main engine supply.
