No person may use any equipment listed in paragraph (c) of this section for transfer operations unless the vessel or facility operator, as appropriate, tests and inspects the equipment in accordance with paragraphs (b), (c) and (f) of this section and the equipment is in the condition specified in paragraph (c) of this section... (c) For the purpose of paragraph (a) of this section:... (2) Each transfer system relief valve must open at or below the pressure at which it is set to open; (This site also contains pipe testing requirements). Relief valves on fuel oil transfer system and slop oil transfer system not tested within the last year. Cargo pumps on systems with non-tested relief vessels prohibited from use until properly tested and documented in accordance with 33 CFR 155.820.

(b) the date and result of the most recent test and inspection of each item tested or inspected as required by 33 CFR 156.170. 33 CFR 156.70(c)(3) includes each transfer pipe system...must not leak under static liquid pressure at least 1 1/2 times the maximum allowable working pressure. Record of piping test conducted on 31 Mar 2022 not available during inspection.

Hose used to transfer oil or hazardous material must meet the requirements of § 154.500 of this chapter. 33 CFR 154.500 states each hose must be marked with maximum allowable working pressure and NOT pressure used for the test required by 33 CFR 156.170. Three 1 1/4 inch cargo transfer hoses were marked with test pressure and not maximum allowable working pressure.
