The condition of its ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons onboard. The pilot reported that while heading inbound to Philadelphia, PA, the vessel experienced a total loss of RPMs and propulsion. Due to not having full vessel maneuverability, the pilot anchored the vessel at Bombay Hook Anchorage. Prior to movement of the vessel, a causal analysis must be conducted and proper repairs completed, if needed. Coast Guard requires a class report to verify that the deficiency is fully rectified and that vessel is safe to proceed.
