While ships are operating within an emission control area (ECA), the sulfur content used on board ships shall not exceed 1%. PSCO were notified from the vessel that it had been operating inside the ECA utilizing fuel oil that did not comply with MARPOL Annex VI ECA sulfur limits. This deficiency will remain open until this office receives a correction plan and all investigative results.
