Except as provided in paragraphs (d)(2) through (4) of this section, each towing vessel must carry the survival craft specified in Table 141.305 of this section, as appropriate for the towing vessel, in an aggregate capacity to accommodate the total number of individuals on board. Vessel's life raft required per COI was not on vessel at time of inspection.

Resolution: Life raft returned from servicing facility and installed on board the vessel. Attending marine inspectors verified proper installation and servicing report.

The master of a towing vessel must ensure that drills are conducted and instructions are given to ensure that all crewmembers are capable of performing the duties expected of them during emergencies. This includes abandoning the vessel, recovering persons from the water, responding to onboard fires and flooding, or responding to other threats to life, property, or the environment. The crew of the vessel was not available to satisfactorily conduct drills in the presence of the marine inspector.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. The hydraulic oil filter on the main engine was leaking hydraulic oil around the engine on the deck.
