All steering gear components and the rudder stock shall be of sound and reliable construction to the satisfaction of the administration. PSCOs observed the steering gear creeping to port while pumps were running about 01 degree every 30 seconds not under command locally or remotely.

Cylindars must always be secured and when not in use they must be stowed in a rack in an upright position with the valve protection cap in place. PSCOs observed multiple unsecured pressure cylindars in the steering gear room and various locations throughout the engine room.
