When table 1 refers to this section or requires a cargo to have a closed gauging system, the cargo's containment system must have a high level alarm: that gives an audible and visual alarm before the tank fills to 97 percent of it's capacity... the vessel's 4 stbd tank high level and overfill alarms were switched so that the overfill alarm went off first. Electrician fixed. 33CFR153.409 - 10c
