The vessel self-reported a malfunctioning X-band radar, but could not provide a flag dispensation prior to arrival. Vessel must provide class report or flag dispensation attesting to the X-band radar's capability of meeting satisfactory performance standards. Rectify prior to departing the port in lieu of issuance of outbound LOD. 74 SOLAS (09) V/18.2
