Oil filtering equipment referred to in paragraph 1 of this regulation shall be of a design approved by the Administration and shall be such as will ensure that any oil mixture discharged into the sea after passing through the system has an oil content not exceeding 15 ppm. In considering the design of such equipment, the Administration shall have regard to the specification recommened by the Organiztaion. Due to the expanded MARPOL examination the oil content meter was removed as evidence.
Condition: Invalid
Action required: 17 - Rectify deficiencies prior to departure
Resolved 17 July 2019
Resolution: ABS submitted a statutory survey report stating, "as reported in this report HL3698823 in OSD no. 376, the oil content meter was replaced with a calibrated new equivalent oil content meter."

The oil record book part I shall be completed on each occasion, on a tank-to-tank basis if appropriate whenever any of the following machinery space operations takes place in the ship: discharge overboard or disposal otherwise of bilge water which has accumulated in machinery spaces. PSCO received cause to believe a transfer was made from the aft engine room bilge well to the clean drain tank via a portable pump.

Resolution: ABS conducted a survey and submitted a Statutory Survey Report and an annual IOPP Annex I survey.

Each operation described in paragraph 2 of this regulation shall be fully recorded without delay in the oil record book part I, so that all entrees in the book appropriate to that operation are completed. Each completed operation shall be signed by the officer or officers in charge of the operations concerned and each completed page shall be signed by the master of ship. A transfer from the aft engine room bilge well to the clean drain tank was not recorded in the oil record book part I.

Resolution: A new Oil Record Book was issued to replace the oil record book seized by the USCG.
