Strong and effective rudder stops must be provided to prevent jamming and damage to the rudder and its fittings. These stops may be structural or internal to the main steering gear. Vessel did not have rudder stops. Make rudder stops as required as per regulation and to the satisfaction of attending Marine Inspector prior to receiving credit for next annual inspection.

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a dry-dock examination and an internal structural examination at least once every two years. As per her COI, VOYAGER is currently outside compliance and can no longer operate under the conditions of her COI. The vessel may operate in the following alternative services, within the limits of the vessel’s current stability letter: (a) as a small passenger vessel, carrying 6 or less passengers without deck cargo, with one licensed master. (b) as a bareboat chartered recreational vessel carrying 12 or less passengers with no crew provided by the Owner/Operator. Vessel must undergo a satisfactory dry-docking in compliance with 46 CFR Sub-chapter T, in the presence of a USCG Marine Inspector, in order to clear this deficiency.

When a vessel must be provided with a stability letter, the stability letter must be posted under glass or other suitable transparent material, such that all pages are visible, at the operating station of the vessel. If posting is impracticable, the stability letter must be kept on board in a weathertight container readily available for use by the crew and display to passengers and others on request. Vessel did not have stability letter posted or on-board. Post stability letter as required per regulation and to the satisfaction of attending Marine Inspector.

A person may not employ or engage an individual in a position required to hold an MMC unless that individual maintains a current medical certificate. Vessel's licensed master/owner did not have medical certificate available for inspection. Provide proof of medical certificate or correspondence from NMC attesting to valid medical certificate.

Each ship transporting more than six passengers for hire equipped with a radiotelephone station in accordance with Part III of Title III of the Communications Act must carry a radio operator who meets the following requirements: (1) Where the station power does not exceed 250 watts carrier power or 1500 watts peak envelope power, the radio operator must hold a marine radio operator permit or higher class license. (2) Where the station power exceeds 250 watts carrier power or 1500 watts peak envelope power, the radio operator must hold a general radiotelephone operator license or higher class license. Vessel Master/owner did not have available a Federal Communications Commission Marine Radio Operator Permit. Provide valid Federal Communications Commission Marine Radio Operator Permit for licensed master/owner

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. Items in kit were expired/ missing. Make kit in compliance with regulations.

A vessel on limited coastwise route must carry Six hand red flare distress signals & Six hand orange smoke distress signals. Six hand red flare distress signals can be substituted for six hand orange smoke distress signals. Vessel was missing 04 distress signals. Make number and type of distress signals as required.

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Vessel's station license MMSI didn't coincide w/ installed radio. Provide proof of satisfactory radio station license to attending Marine Inspector.

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, as set forth in 47 CFR part 80. Vessel did not have valid EPIRB registration on-board. Provide proof of valid EPIRB registration to attending Marine Inspector showing registration numbers on registration letter matching registration sticker on EPIRB.

Inflatable buoyant apparatus not installed. While operating with more than 6 passengers, vessel is restricted to 1 mile from shore.

Provide alcohol testing devices on board.

The owner or managing operator shall make the vessel available for dry dock examinations and internal structural examinations. A vessel that is exposed to salt water more than 3 months in any 12 month period since the last examination must undergo a dry dock inspection and internal structural examination at least once every two years. Vessel is overdue for credit dry dock and is prohibited from carrying passengers or cargo until a satisfactory dry dock exam has been completed.

Vessels life bouy waterlight was cracked. Vessel is to replace waterlight.

Vessel had an unsecured water pump in the engine room.

First Aid kit must have all required items in accordance with 46 CFR 160.041 and not expired.

Guards must be placed over rotating belts on the engine.

Owner shall provide evidence of fire fighting servicing and make portable fire fighting extinguishers available for inspection.

Vessels navigation lights must meet the inland navigation rules. Prove operation of navigation light.

Post proper life jacket donning instructions.

Remove all dead end un-used wiring under the operating station.

A lifejacket must be provided for each person carried onboard. Replace one damaged adult lifejacket.

Lanyard for ring buoy light line is too long; line is to be between 3 to 6 ft IAW 46 CFR 180.70.

Bonding wire missing from stbd. fuel tank; replace/renew bonding wire IAW 46 CFR 182.440.

Bundling of cables/wires/hoses in engine space shall have metal supports at least every 24 inches. Several areas only had plastic zip tie supports IAW 46 CFR 183.340.

Both required portable fire extinguishers shall be mounted at or adjacent to operating station with approved bracket type IAW 46 CFR 181.520.

Vessel had a cut/wire in the engine space. Wire must be either removed or properly capped and enclosed IAW 46 CFR 183.200.
