The main steering gear and rudder stock shall be capable of putting the rudder over from 35 degrees on one side to 35 degrees on the other side. During operational test of non-follow up unit the rudder was not able to move from Port to Starboard. Rectify prior to movement 74 SOLAS (20) II-1/29.3.2

The follow up, main steering unit, was unable to put the rudder all the way over to 35 degrees starboard while the #2 steering pump was energized, and it caused an alarm preventing the rudder from being moved. Rectify deficiency prior to movement. 74 SOLAS (20) II-1/29.3.2

PSCO identifies 7 quick closing valves tied open with wire preventing closure. Crew stated they had placed wire in preparation for USCG exam to prevent inadvertent shut-down of running machinery. Vessel has no written procedure to block quick closing vales. 74 SOLAS (20) IX/3.1 - ISM code 10.1

Oil fuel pipes for daily service tank having a capacity of 500L and above shall be fitted with a valve capable of being closed from outside the space. 7 quick closing valves on the fuel service tank were tied open preventing closure from outside the space. 74 SOLAS (20) II-2/4.2.2.3.4
