10119 (Safety of Navigation-Rudder Angle Indicator) All ships of 500 gross tons and upwards shall, in addition to meeting the requirements of paragraphs 2.3 and 2.4, have: rudder, propeller, thrust, pitch and operational mode indicators or other means, to determine and display rudder angle, propeller revolutions, the force and direction of thrust, and if applicable, the force and direction of lateral thrust and the pitch and operational mode, all to be readable from the conning position. Each vessel must have the following…an illuminated rudder angle indicator (RAI) in the wheelhouse. The vessel’s RAI failed while operating in the navigable waters of the United State which adversely impacted its fitness and capability to safely maneuver the Houston Ship Channel. 74 SOLAS (14) V/19.2.5.4 33 CFR 164.35(f)
