Fire-fighting systems and appliances shall be kept in good working order and readily available for immediate use. PSCO observed excessive delay in starting of emergency fire pump, exceeding 20 minutes. Cause was determined to be air trapped in the fire main system due to condition of loading. 74 SOLAS (04) 11-2/2.1.2

Resolution: The chief engineer and master stated that the air was purged and the emergency pump was satisfactory tested several times. Surveyor livestreamed satisfactory op test. See attached doc.

To discharge ballast water into waters of the United States, the master, owner, operator, agent, or person in charge of a vessel subject to §151.2025 of this subpart must either ensure that the ballast water meets the ballast water discharge standard as defined in §151.2030(a).(33 CFR 151.2035a) PSCO's found that the vessel did not have an approved ballast water treatment system installed by its compliance date.
