PSCO OBSERVED AN ABUNDANCE OF GARBAGE BAGS STORED IN THE FORWARD BOS'N HOLE AND BEHIND A FUEL TANK IN THE ENGINE ROOM, WHICH ARE NOT DESIGNATED STORAGE AREAS ACCORDING TO THE VESSEL'S APPROVED PLAN.
