PSCO's observed excessive oil pooling in purifier room beneath mixing tank and #1/#2 heating units, degraded lagging between mixing tank piping and main engine line, and active oil leaks between the flow meter and flanges below #1/#2 heating units.

AN EXTERNAL AUDIT REPORT SATISFACTORY TO THE COTP MUST BE SUBMITTED PRIOR THE TO THE CLEARANCE OF THE DEFICIENCY.

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. PSCO received a Flag State Control report from the vessel Administration authorizing a single voyage from Halifax, Nova Scotia to New York under Flag Control to undergo an follow-up inspection due to outstanding deficiencies previously identified during a Flag Safety inspection carried out on 07/21/2023.
