The international load line certificate shall not be delivered to the ship until the officer or surveyor acting under the provisions of Article 13 of The Convention has certified that the markings are correctly and permanently indicated on the ship's sides. PSCO observed load line mark does not match certificate.

Each vessel of 10,000 gross tons or more must have, in addition to the radar system, a second marine radar system that operates independently from the first. Vessel's secondary radar inoperable. Prior to departure the vessel must submit documentation attesting to the proper repair and operation of the radar.
