The company should establish procedures that the ship is maintained in comfority with the the provisions of the relevant rules and regulations. The company should ensure: appropriate corrective actions are taken. PSCO observed the following during an expanded exam; failure of the company and ship to preoperly manage operating procedures and maintenance to include; Emergency Diesel Generator and Emergency Escape Breathing Devices. An internal ISM Audit is required within 90 days.

Before the ship leaves leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. PSCO observed 03 Emergency Escape Breathing Devices located in Stairwells A, B, and C not ready for immediate use.

Where the electrical source of electric power is a generator, it shall be: stored automatically upon failure of the elecrical supply from the main source of electric power and shall be automatically connected to the emergency switchboard. PSCO observed Emergency Diesel Generator quick-closing remote fuel valave in the closed position before PSCO started standard on-board testing.

No person may cause a vessel to enter or get underway on the navigable waters of the United States unless no more than 12 hours before entering or getting underway, the following equipment must be tested: Emergency generator, for as long as necessary to show proper functioning. PSCO observed no evidence of the Emergency Generator pre-arrival check conducted from Cape Charles Anchorage in transit to Purdue on 25APR24- heaving anchor at 1715 and Allfast at 0015.
