Eacg vessel required to be fitted with an Automatic Radar Plotting Aid(ARPA) under 33 CFR 164.38 must be fitted with a device to indicate speed and distance of the vessel either through the water or over the ground. Vessel was unable to repair inoperable speed and distance indicator devicev while inport due to availability of drivers and certified manufacturer technicians. Outbound LOD No. 21-035 issued, with conditions, to depart the port of Panama City, FL with the inoperable speed and distance indicator device.

PSCO observed a fluid leak in the rescue boat launch davit. Hydraulic leak is located at motor for slewing function.
