Fire fighting systems and appliances shall be kept in good working order and ready for immediate use. The vessel's crew was unaware of the presence and location of the fire fighting ensemble (FFE). The vessel's FFE was not stored IAW w/ Fire Control Plan and found in original manufacturer's packaging, not ready for immediate use.

Crew admitted to not participating in any drill since dry dock, on 12/22/2009, even though at-sea drills were allegedly conducted on 01/27/2010 as logged by Master on a SMS document. The crew was unaware of their fire fighting equip location.
