TWO SEPARATE CONTROLS SHALL BE PROVIDED FOR RELEASING CARBON DIOXIDE INTO A PROTECTED SPACE AND TO ENSURE THE ACTIVATION OF THE ALARM. ONE CONTROL SHALL BE USED FOR OPENING THE VALVE OF THE PIPING WHICH CONVEYS THE GAS INTO THE PROTECTED SPACE AND A SECOND CONTROL SHALL BE USED TO DISCHARGE THE GAS FROM ITS STORAGE CONTAINERS. PSCO OBSERVED THE SYSTEM'S PNEUMATIC RELEASE BALL VALVE ASSEMBLY (WHICH IS DIRECTLY CONNECTED TO VALVE 1) UNINSTALLED, HINDERING THE FIRST CONTROL FROM OPENING THE VALVE THAT SENDS CO2 INTO THE PROTECTED SPACE.

HOWEVER, THE SHIP IS FITTED WITH CARGO SPACES WHICH ARE CONSTRUCTED AND UTILIZED TO CARRY OIL IN BULK IN AN AGGREGATE CAPACITY OF 700 M3. IN ADDITION, THE FORM SUPPLEMENT TO THE IOPPC ISSUED DOES NOT LIST THE OIL CONTNENT METER NOR THE SHIPBOARD OIL POLLUTION EMERGENCY PLAN AS PROVIDED. MARPOL ANNEX I/7.2
