The National license endorsement shall each be assigned a unique number, except that endorsements attesting the issue of a certificate may be assigned the same number as the certificate concerned. PSCO observed C/E National license number did not match endoresement number and application exceeded 3 months. STCW 1/2.8.3. Rectify deficincie within 14 days to the satisfaction of the Coast Guard. 16c.
