The Oil Record Book Part 1 shall be completed on each occasion, on a tank-to-tank basis if appropriate, whenever any of the following machinery space operations takes place in the ship, discharge overboard or disposal otherwise of bilge water which has accumulated in machinery spaces. PSCO identified ORB entries of OWS operation recording a total throughput that is greater than max allowable throughput in accordance with the IOPP supplement and manufacturers technical specifications.

An International Oil Pollution Prevention Certificate shall be issued, after an initial or renewal survey in accordance with the provisions of Regualtion 6 of this annex. PSCO observed the waste oil tanks were being evaporated as a means of disposing oil residues in the ORB and vessel lacked proper endorsement on the IOPP Supplement section 3.2.3. Request clarification from certificate issuing authority.
