FLAMMABLE VAPOR DETECTION SYSTEMS (E) A SENSOR MUST BE LOCATED ABOVE THE EXPECTED BILGE WATER LEVEL IN THE FOLLOWING LOCATIONS: THE LOWEST PART OF A SPACE CONTAINING A FUEL TANK WHEN SPERATE FROM MACHINERY SPACE. VAPOR DETECTED WAS HANGING AND NOT SECURELY MOUNTED 46 CFR 182.480

EACH RING LIFE BUOY MUST BE MARKED IN BLOCK CAPITAL LETTERS WITH THE VESSEL'S NAME. RING BUOY MISSING VESSELS NAME. 46 CFR 131.875

The master of the vessel shall ensure that each EPIRB must be tested monthly. The EPIRB test shall be logged or otherwise documented. Abandon ship and man overboard drills and training shall be logged. The drill entry shall include the following information: date of the drill and training and general description of the drill scenario and training topics. Log entries for 2022 operating season only included 2 months worth of EPIRB testing. Drill entries for drills were not made IAW the regulations. Provide copy of logs from the months of May and June to the CG inspector. 46 CFR 185.728; 46 CFR 185.520(f)

A vessel must carry up-to-date U.S. Coast Pilot. Copy provided was from 2021. Provide up-to-date publication.

An identification code, recognized by NOAA must be programmed in each EPIRB unit to establish a unique identification for each EPIRB station. NOAA registration sticker was missing. Place NOAA sticker on EPIRB. 47 CFR 80.1061(e)

A fire bucket must have an attached lanyard, placed so as to be easily available during an emergency. Lanyards were missing. Install lanyards.

Each ring life buoy with a floating waterlight must have a lanyard 3-6' in length. Line was less than 3' at the time of inspection. Each ring life buoy must be marked in clearly legible block capital letters with the vessel's name. Vessel name was missing at the time of inspection. 46 CFR 180.70(a)(2); 46 CFR 185.604(b)

A vessel on a lakes, bays, and sounds route must carry three hand red flare distress signals and three hand orange smoke distress signals. Only 02 red flare distress signals were onboard at the time of inspection.

The fuel shutoff valve at the tank must be manually operable from outside the compartment in which the valve in located. Starboard fuel shutoff valve did not close completely when actuated from the emergency pull-station on deck.

Waste receptacles must be constructed of noncombustible materials with no openings in the sides or bottom. Combustible waste receptacles being used onboard the vessel. Remove combustible trash cans.

A vapor detector must be located above the expected bilge water level. Vapor detector was not mounted in the aft compartment. Properly mount.

The COI must be posted under glass or other suitable transparent material such that all pages are visible in a conspicuous place. COI and stability letter were in a folder. Mount COI and Stability letter as required.

Vessels fixed fire system shall be inspected and functionality of ventilation shut down, remote manual pull station, alarms, and system integrity verified annually by a certified fire technician. Fire system was tagged for annual service however there was no proof of functional test of the system.46 CFR 176.810

Vessel is required to carry a First Aid Kit. Found expired item (aspirin) in the vessels first aid kit.46 CFR 184.710

Vessels child life jackets shall be separated from the adult life jacket and marked quantity and location of storage. Found child life jackets stored with the adult life jackets.46 CFR 180.78

Owner is required to have the crew of the vessel tested for alcohol within two hours following a serious marine incident. Vessel operates more than two hours away from a DOT approved drug and alcohol testing facility, therefore should have alcohol test strips onboard the vessel while operating.46 CFR 4.06-15(a)

Vessel shall have up to date navigation charts onboard while operating. Vessels charts are out of date / not updated since 2018.46 CFR 184.420

OCMI requires Carbon Monoxide tester in the passenger cabin due to the use of a diesel fired heating system in use. Found the carbon monoxide detector expired with dead batteries.46 CFR 176.830

Vessel is required to have a means to close off ventalation to the fuel tank void space. Ventilation closing devices were missing / not onboard.46 CFR 182.460

Vessels crew is required to have a pre employment drug test and be enrolled in the company's consortium. Newly hired deckhand was not pre employment tested or enrolled in the company's drug testing consortium.46 CFR 16.210

Mark lifebuoy with vessel's name in 2" block capital letters - 46 CFR 185.604 - 22 May 2018

Provide updated navigational charts for operating area - 46 CFR 184.420 - 22 May 2018.

Fire extinguisher in head was not inspected during Annual inspection of fire equipment.

Charts onboard were not corrected to LNM. Charts to be corrected or replaced with current charts.

Current letter from Drug Consortium not onboard.

Install 3-5' of line with a corrosion resistant clip onto the vessels life ring buoy floating light.

Provide the required hand held portable bilge pump. Not onboard at time of inspection.

Properly repair vessels vapor detection system in the fuel tank void.
