Vessel has fuel migrating entering the ballast pump room and coffer dam below causing a hazardous condition in these spaces. 17 a,c

Resolution: Received class report from BV clearing deficiency. The jacket water leaks found repaired by renewing O-Ring and tighten up the fittings. The fuel oil leaks on the M/E were found cleaned up and to eliminate source of leaks.
