0635- Launch arrangt. For rescue boats- Before the ship leaves port and at all time during the voyage, all life-saving appliances shall be in working order and ready for immediate use. PSCO observed that vessel crew members had to use excessive force to operate the manual brake for rescue boat davit. Brake was unable to be automatically reset when released by crew members.
