No extensive alterations involving the safety of a tank vessel in regards to hull or machinery shall be made w/o approval of the Commandant. Before alterations are carried out copies of plans shall be forwarded to the OCMI. The lube oil discharge piping connection meter was moved from port side to stbd w/o plan submission or approval.

Resolution: Shipyard returned barge piping to original condition to the satisfaction of the attending marine inspector.
