Before the ship leaves port and at all times during the voyage all lifesaving appliances shall be in working order and ready for immediate use. PSCO observed nylon lines securing the port and stbd liferafts into the liferaft brackets, preventing the liferaft from floating free. 74SOLAS(09) III 20.2

PSCO observed nylon lines which were securing the port and starboard life raft into the life raft brackets, preventing the life raft from floating free in the event of an emergency.
