BEFORE THE SHIP LEAVES PORT AND AT ALL TIMES DURING THE VOYAGE, ALL LIFE-SAVING APPLIANCES SHALL BE IN WORKING ORDER AND READY FOR IMMEDIATE USE. WHILE LOWERING STBD LIFEBOAT TO EMBARKATION DECK, A WIRE GOT CAUGHT ON THE FORWARD RELEASE GEAR CAUSING THE LIFEBOAT TO LOWER UNEVENLY AND MAKE CONTACT WITH THE DAVIT. IN ADDITION, THE PROPELER DID NOT ENGAGE FORWARD OR AFT, CALLING INTO QUESTION THE OPERATIONAL STATUS OF THE LIFEBOAT. 74 SOLAS (97) III/19.2
